Today, I’ll explain how to apply for U.S. Social Security benefits while living in Korea, a topic many people have asked about. I often receive comments such as, “I’m currently in Korea, can I still apply for U.S. Social Security?” So I prepared this guide to clearly walk you through the process.

Can you apply for U.S. Social Security benefits while in Korea?
The answer is yes.

If you worked in the United States for 10 years or more and earned 40 credits, you are eligible to apply even if you currently reside in Korea.

In particular, the U.S.–Korea Totalization Agreement ensures that moving your residence does not cause you to lose your pension rights or suffer disadvantages. Under this agreement, if your combined contribution periods in the U.S. Social Security system and Korea’s National Pension total at least 10 years, you may qualify to apply for U.S. Social Security benefits.

How to Apply for U.S. Social Security from Korea

Now let’s go through how to apply.

If you are in the United States, you may apply in person at an SSA office. However, for those living in Korea—or those who cannot easily travel to the U.S.—online application is the most convenient and fastest option.

You can apply through the Social Security Administration (SSA) website at www.ssa.gov.

The online application process consists of three main steps:

  1. Online application
  2. Interview (if required)
  3. Mailing documents

Please note that the SSA website has restricted access hours (based on Korea Standard Time):

  • Monday: 12:30 PM – 6:00 PM (access may be limited)
  • Tuesday–Saturday: 2:00 PM – 6:00 PM (access may be limited)
  • Sunday: 12:00 PM – 9:00 PM (access may be limited)

On the website, click “Apply for Retirement Benefits.”

  • For your own retirement benefits, select “Retirement.”
  • For spousal benefits, select “Family.”

It is recommended to proceed without creating an account or logging in. You can complete the application without registration, and this does not affect eligibility in any way.

Documents and Information to Prepare Before Applying Online

During the application, you will be asked to enter basic information such as your name, date of birth, Social Security number, U.S. work history, and marital status.

To make the process smoother, prepare the following in advance:

  • Social Security Number (to verify U.S. work history)
  • Korean Resident Registration Number or Residence Card Number (for identity verification in Korea)
  • Korean address and contact number (for mail and interview communication)
  • Email address (to receive status updates and document requests)
  • Bank account information for pension payments

If the name on your Korean bank account differs from the name on your U.S. passport, additional documents may be required. I will explain this in a separate guide. Having the five items above prepared will make the application process much easier.

Submitting Documents to SSA Manila and Receiving Benefits

After completing the online application, the next step is sending documents to the SSA Manila office.

Typically, after submitting the online application, you will receive an email requesting an interview. In many cases, if there are no special issues to confirm, the interview may be waived, and you will instead receive instructions to mail your original documents.

Commonly requested documents include:

  • Certified copy of passport
  • Copy of Certificate of Naturalization
  • Birth certificate
  • Basic Certificate
  • Family Relationship Certificate
  • Resident Registration Certificate

Additional documents may be requested depending on individual circumstances.

When sending documents, it is recommended to use EMS or registered international mail rather than standard international post.

Once your documents arrive in Manila, SSA will conduct a review. If everything is in order, you will receive a Letter of Award, which confirms approval of your benefits.

After approval, your pension will be automatically deposited monthly into your designated bank account. From application to first payment, you should generally expect a processing period of around six months.
