Today, I’d like to share a guide on how overseas Koreans can apply for Agent Orange veteran registration with Korea’s Ministry of Patriots and Veterans Affairs (MPVA).

Recently, I assisted several overseas Koreans in the United States with their Agent Orange veteran registration applications. Many people assume that applying is difficult because they cannot visit the MPVA in Korea in person. In this guide, I’ll explain how you can apply from overseas in a clear and simple way.

Please note that once recognized as an Agent Orange victim by the Korean government, applicants may receive various benefits, including medical support and living allowances. Even if you have lost Korean nationality after acquiring foreign citizenship, you may still be eligible to apply if you meet the requirements.

Eligibility for Agent Orange Veteran Registration

🔖Eligibility Requirements

There are three categories of eligibility for Agent Orange veteran registration:

1. Veterans who served in and were discharged from the Vietnam War
   
   
2. Veterans who served in and were discharged from areas adjacent to the Southern Limit Line (SLL)
   
   
3. Children of veterans suffering from Agent Orange aftereffects
   
   

🔖Recognized Diseases

Next, let’s look at the diseases recognized for registration under the Agent Orange Act, specifically for overseas Koreans.

• Permanent residents may apply if they suffer from:
  
  
  • Any of the 14 Agent Orange aftereffect diseases, or
    
    
  • Any of the 20 suspected Agent Orange aftereffect diseases, as defined under the Act on the Support of Veterans Suffering from Agent Orange Aftereffects

• ‍Foreign citizens (those who no longer hold Korean nationality) may apply only if they suffer from one of the 14 officially recognized Agent Orange aftereffect diseases

Where to Apply and Required Documents

🔖Application Office

Applications must be submitted to the competent MPVA regional office.

• If residing in Korea: the jurisdiction is based on your last registered residential address or registered place of origin
  
  
• If you hold an Overseas Korean (F-4) visa and have completed residence registration: the MPVA office with jurisdiction over your registered place of stay will handle your application
  
  

Applications may be submitted in person or through a representative.

The required documents include:

• Agent Orange Veteran Registration Application Form
  
• Personal Information Report for National Merit Registration
  
• Medical diagnosis certificate
  
• Half-length ID photo
  
• Certificate of foreign citizenship
  
• Copy of identification
  
• Detailed Family Relationship Certificate
  
• Copies of the applicant’s and spouse’s passports
• Certificate of service or career record

🔖Important Note on Medical Certificates

If the medical diagnosis certificate was issued overseas, it must be translated into Korean and notarized before submission.

Review Process and Processing Time‍

Finally, let’s go over the review and processing timeline.

After submission, the MPVA will first conduct a document review. If there are no issues with the submitted documents, you will be notified of a medical examination schedule within approximately 2 to 3 months.

After completing the medical examination, you may be asked to submit additional documents, if necessary.

Once the medical and physical examinations are complete, the case will be reviewed by the National Veterans Review Committee, which determines the disability rating.

Applicants are assigned a disability grade ranging from Level 1 to Level 7. Once approved, Agent Orange veteran registration is finalized.

In most cases, the entire process takes around six months, and once approved, applicants become eligible to receive compensation and benefits.
